Dogs are human beings’ best friends and have been classified as “companion animals” by the country. Dogs that illegally abuse or poison others are subject to legal liability. However, there are always some people in society who ignore the legal provisions and take risks for the sake of quick gain.
Just yesterday, another incident of poisonous dogs occurred (the animation below has the timestamp of the surveillance). The incident occurred in Guilin Village, Gukeng Township, Yunlin County, Taiwan. A man surnamed Huang was dissatisfied with the neighbor's dog that often barked at him. The day before yesterday, he took a dip in his hand. The poisonous bones treated with pesticides were fed to the dog. The poison took effect about 10 minutes later. The dog struggled painfully for 2 minutes, and even the chain around its neck was torn off. Finally, it collapsed on the road opposite the residence and died. The whole process was recorded by the dog owner's surveillance camera. The dog owner was so sad that he called the police.

The entire process was monitored and recorded completely:
A man wearing pink clothes drove decisively near the black dog in an electric car, threw the poison, and then left immediately without staying for more than a second.
Dogs that have eaten poison will develop symptoms about 10 minutes later. It may be because they feel pain, suddenly startle, and bark to notify their owners.
Then he struggled painfully on the spot, trying to escape, but because he was tied with iron chains, he was completely pulled over.
At the end of the road, the dog broke free of the chains, but it didn't know how to call for help, so it had to move and struggle on the opposite road.
In the end, the dog fell down on the opposite road, foaming at the mouth, and never got up again.

Because there were surveillance records, the dog owner, Ms. Zhong, uploaded the surveillance footage to social media and notified the police. The police followed clues and found the man (62 years old). He admitted that the dog was poisonous and said that he felt guilty afterwards and regretted his impulse.
After police investigation, the entire case was transferred to the Yunlin County Animal and Plant Epidemic Prevention Station for disposal. Liao Peizhi, director of the epidemic prevention station, said that the man surnamed Huang will be interviewed on the 5th of this month and the poison will be submitted for testing. It was initially determined that Huang caused the death of the dog by poisoning. He is suspected of violating the Animal Protection Law and is subject to a fixed-term imprisonment of not more than 2 years and a fine of 200,000 to 2 million yuan.
Miss Zhong, the dog owner, pointed out that the poisoned black dog was named "Mochi" and she had raised it for nine years. Mochi was very well-behaved and had a good relationship with her and her family. At that time, she had diarrhea in the toilet and could not save her dog.
She happened to hear the dog's wail at that time. When she went out, she saw the license plate number of Huang's motorcycle. She didn't understand why he was so cruel and poisonous to the dog, and was very sad.
